With thousands of games and millions of users and led by obese CEO Gabe Newell, steam is the biggest gaming platform disponible on computers, as well as the playstation 3, well above Origin and other less scrupulous gaming platforms.
This link above suggests that the behemoth is ready to publish games on steam.
Rumors of a Team fortress 2 promotional crossover have yet to be confirmed, but is likely to happen due to the game being pretty much bombarded with hats at each game release.

There is currently no evidence of a TF2 promo I'm afraid. All this page foretold was the coming of castle crashers to steam, and it's old news now.
